Why is this news?

Why does the icon of a website’s maintenance program changing mean news? Is it because for all of its charm, Twitter is still “down” about as often as it is “up”. I experience the “fail whale” about 40-50% of the time I go to the site, but now I can take solace in the fact that I will be entertained by a worm and ice cream cone.
